Joe Callender

Deacon Ministry, Chair

Joe began attending TPCBC in 1984 after attending a basketball camp co-sponsored by the church and Wes Unseld. He attended church at TPCBC with his parents and sisters throughout high school, but began to seek God for himself during his college years – inspired by the teaching of Deacon Clay Simpson. He has served in various ministries in the church since that time, including the Usher Ministry, the Recreation Ministry, the Men’s Choir, the Young Adult Ministry and Christian Discipleship. He was ordained a deacon in January of 1993, and elected as the Deacon Ministry Chair in February 2025.
His primary ministry involvement at TPCBC has been in teaching, including High School, Young Adult, and Adult Sunday School classes. He has developed and taught several courses, including The Five Love Languages, A Biblical Perspective on Your Finances, The Purpose-Driven Life, Old and New Testament Survey, and Fundamentals of The Faith.
Professionally, Joe is the Managing Director of Quantitative Surveys at Ernst & Young (EY), where he has been employed since 2003. He holds a B.A in Mathematics from Howard University and an M.S. in Applied Mathematics from the University of Maryland.

He married his beloved wife Monica at TPCBC in 1998, and their two sons, Caleb and Zachary, were both baptized at TPCBC. The family currently lives together in North Laurel.

Robin Douglas-Gray

Deaconess Ministry, Chair

Robin Douglas Gray joined TPCBC in September 2004. After a divine encounter in 2008, Robin began to serve in the Intercessory Prayer Ministry where she has faithfully served as a prayer moderator for 17 years. In 2023, Robin joined the Corporate Prayer team of moderators for their weekly prayer calls. In addition to her passion for prayer and the Word of God, Robin was consecrated as a deaconess in January 2013, and served as Vice Chair of the Deaconess Ministry from 2021-2025. Robin has a heart for the lost, locally and globally, and has served on the mission field on short- term assignments in Guatemala and Kenya. Robin aims to apply the power of the Word of God in and over the circumstances of life, so that JESUS is lifted up and the love of GOD is shared with everyone she comes in contact with. Robin especially seeks to uplift and encourage women and girls to use their gifts for God’s glory in the same way she has benefited from the encouragement of women who have served as role models and co-laborers in Christ with her. Robin is an attorney with a Juris Doctor from Georgetown University Law Center and she holds a Bachelor’s Degree from Howard University School of Business. Robin is delightfully married to Peter A. Gray and she is richly blessed to be the mother of three children, one bonus son and daughter-in-law and two grandchildren.

Sandra Frazier

Trustee Ministry, Chair

Sandra Frazier serves as chairman of the Trustee Ministry here at The People’s Community Baptist Church. Her education and career experience include a BBA and MBA from Texas A&M (formerly A&I) University; 2 years of volunteer service in the Peace Corps in Nigeria, West Africa, and later, the position of Training and Selection Manager (TM) at the Washington, D.C. headquarters. Key competencies in this role, particularly communication skills, interactive coaching, comprehensive program adaptation, and strict adherence to ethical standards of confidentiality and professionalism compliment the arduous work of ministry. Her career positions as Personnel Director for the City of Kingsville (TX), account executive for Southwestern Bell in Houston, TX, and Sales and Project Management Manager for AT&T in Washington, D.C., further bolstered her gift of business administration.

Sandra is a disciple of Christ and consummate seeker of God’s Word. She applies godly principles to effectively steward her time, talent, and treasure; personally, and in service to the Kingdom.

Minister Timothy Heigh

Director of Family Life Ministry

I am a servant of the Lord Jesus Christ, with tenacity and persistence to promote TPCBC's mission to make, mature, mobilize and multiply disciples of Jesus Christ. I have successfully completed one (1) unit of (CPE), Clinical Pastoral Education with more than 35 years of congregational experience. I am seminary-trained with a Master of Divinity from Howard University and am also a licensed and ordained minister of the Gospel. I am skilled in providing spiritual care and counseling with a  compassionate and lifelong commitment to giving comfort; maximizing the spiritual lives of those in need of accepting Christ as their Lord and Savior.

Minister Dorothea James

Director of Christian Discipleship Ministry

Dr. Dorothea James, a native of Queens, New York, and raised in Baltimore, MD, is a U.S. Army veteran and accomplished leader in ministry. She has served in various positions as a Clinical Chaplain, Executive, and Senior Pastor. A published author and Board-Certified Clinical Chaplain, Dr. James holds advanced degrees in religion and psychology, including a Doctorate in Ministry. She is dedicated to reconciling relationships and mentoring others through teaching, preaching, and counseling. Dr. James draws inspiration from 1 Corinthians 10:13 and lives by the testimony, "It Is Well with My Soul."

Deaconess Jackie Dennard

Director of Community Engagement Ministry

I was born in Dry Branch, GA, to the late Pastor L.H. Dennard and Ruby Dennard. I have 8 sisters and 4 brothers. I earned a B.S. Degree in Social Science from Ft. Valley State College, Ft. Valley GA. I married and was blessed with one son, Francis.  We relocated to Washington, D.C. where I earned an M.Ed from Howard University. I had a short stint as an educator;  and subsequently worked as a Healthcare Compliance Specialist followed by the position of site director with the Community Services Foundation. I joined TPCBC in 1992 and sang with the People's Angelic Voices (PAVS) and Chancel Choirs. I am a deaconess with the Joseph Tribal Family; chaired the Social Action Committee; and currently serve as Director of the Community Engagement Ministry, which oversees various community outreach ministries.

Diane Cotton

Church Administrator, Director of Programs & Operations

Diane M. Cotton is a longstanding and faith-filled member who serves as Church Administrator here at The People’s Community Baptist Church, providing essential oversight for programs and operations. 

With a BS degree in Business Management and certification in project management from Cornell University, Diane is a results-driven, strategic leader with experience in managing people, finance, and compliance. 

With a proven record of delivering solutions and achievements in demanding environments with diverse challenges, Diane brings her expertise in Quality and Risk Management, Business Process Improvement, Capital Projects, Regression Analysis, Strategic Planning, GAAP, Auditing and Resource Allocation to meet the church’s ongoing growth objectives. She balances this major responsibility in the Kingdom ecosystem with Scriptural focus and prayer.  

Jonathan Davis

Minister of Music and Director of Music & Worship Arts Ministry

Jonathan Davis serves as the Minister of Music and Director of Music & Worship Arts Ministry at The People's Community Baptist Church. He is an accomplished and published musician, artist, and classically trained pianist with a passion for multiple genres of music.

He obtained a B.A. degree in Jazz Studies from the University of Maryland, College Park. His experience as a musical director, producer/composer, keyboardist and teacher has blessed the church and community for over 30 years.

His musical gifts have been expressed worldwide, serving on mission fields in Central America, the Dominican Republic and South Africa. His stage performances include collaboration with both national and international artists including Yolanda Adams, Richard Smallwood, Billy Preston, George Duke, Stevie Wonder, Earl Klugh, Carolyn Traylor, as well performances with local artists in festival venues across the United States, Europe and the Caribbean. Jonathan has an established legacy of next generation influence with numerous proteges that have been developed under his tutelage; one of whom recently performed at Carnegie Hall.
He prioritizes God, family and enjoys spending quality time with wife, April Davis.

Rochelle L. Sumner

Director of Communications Ministry

A faithful, God-fearing child of Christ, Rochelle Sumner serves as the Communications Director. With a heart for service and a commitment to excellence, she strives to continually improve and enhance messaging, often thinking outside the box. Rochelle consistently demonstrates integrity and a genuine concern for others, actively listening to understand and address their needs. A lifelong philosophy which she learned from her grandmother, drives her each day. I want to be a blessing to someone, anyone, in some way each and every day of my life.

Stacey Ward

Director of Media Ministry

Sister Ward brings over 21 years of professional experience in broadcast journalism to her role as Media Director at The People's Community Baptist Church. Her skills have maximized the success of production environments in corporate news, public affairs and sports media businesses. Stacey's passion for visual communication developed through formal training at the University of Akron and graduate studies at Kent State University. She served in several ministries prior to assuming her current role in 2010.

Minister Janet Millner

Director of Missions Ministry

 

Minister Janet Millner is a native of Portsmouth, Virginia. She made the life decision to receive Jesus Christ in the Spring of 1986 while attending Virginia Tech. In April of 1992, Janet joined TPCBC where she has served in multiple ministry capacities. Janet answered God’s call to Missions in 2007.  She has served on short-term mission teams in the Washington, D.C. area, New York City; Houston, Texas; New Orleans, Uganda, India, South Africa, Guatemala, Brazil, Malawi, Kenya, Haiti, the UK, Dominican Republic, Ghana, and the Amazon.  

In 2010, Janet was appointed as the Missions Director. Her role includes, but is not limited to coordinating domestic and foreign short-term missions; providing leadership and discipleship training for mission teams; coordinating mission conferences and seminars; serving as a coordinator for Perspectives on the World Christian Movement; mobilizing believers to engage with and pray for missionaries; organizing local evangelism and mission opportunities; and developing guidelines to help shape the ministry.   

Janet was licensed as a minister of the Gospel under the leadership of Pastor Haywood A. Robinson, III in December of 2018. Minister Millner’s favorite part of ministry is helping believers’ faith in and obedience to Jesus increase for the fulfillment of God’s purposes!
